Upload Speed At 0

How do I share files that I have already downloaded? I figured out how to port forward AFTER I downloaded them. I'm not sure if this effects it but I also moved the files. Do I need to enable uploading some how? Do the files need to be in a specific location for me to upload? I have not messed around with the settings.
