All Active Torrents Stop with Addition of New torrent?

With multiple torrents running happily, when I had a new torrent, all torrents stop for some time then start again.
Is there a setting I have incorrect that causes this?

Perhaps the queue system is checked and active in the settings?

ok. I looked and the "Torrent Queuing" is not checked.

This always happens to me with large torrents, or when disk usage is really high. sometimes with smaller torrents with multiple torrents going.
