priority is not available in portable edition?

i have a number of windows installations running on this machine so when i got wind of this portable version 4.3.1 i thought SCORE!!!
and on the whole it is just that
one thing that seems to be missing from the previous installed version is a 'priority' property or sort tab, allowing the user to fine tune the d/l
was this too difficult to accomplish or simply an oversight?
