Upgrade qBittorrent to GPLv3 then merge OpenSSL in directly without exception

Hi i was wondering if its possible to upgrade q to GPLv3 because its GPLv2 or later and incorporate OpenSSL directly since v3 is using Apache v2 and therefore it is a GPLv3 compatible license and remove the exception?
