Need help with setting up upload speed after updateing to v4.4.0

After updating to v4.4.0 my upload speed went down to about 30% of what it could be. Did some checking in options - advanced and as much as I understood these 3 rows are important for upload speed:
But the problem is that I don't understand some explanations, like:
Here are my speed options:
I don't care about RAM usage, before latest update qBittorrent was using around 1GB of RAM and now it is using around 60MB.
So, if somebody with knowledge is willing to tell me what numbers I should put in those 3 fields to be able to use all of my upload speed I would greatly appreciate.

What is fairly high? To fit what/which blocks?For good and snappy seeding performance, set this fairly high, to at least fit a few blocks.
