Is there a way to limit upload speeds based on tracker?

I'm switching off RTorrent and RuTorrent and there was one plugin which let you limit the upload rate on a tracker basis. I let me pvt trackers get unlimited and my public ones had reduced upload speed. Is this possible with QBT?? Its a feature I really need and hopefully someone will be able to spread more knowledge on this. Thanks!
