Web UI connection stopped working

Hi, I got an error from Sonarr that the connection to qbittorrent is no longer working. I haven't made any network changes, as far as I remember, and this was working fine. My web ui settings use IP 0.0.0.0 and port 8009. I am port forwarding 8009 on my router (though Sonarr connects via localhost). I have also reopened the firewall for both qbittorrent app and the 8009 port. I'm using multiple other services with a similar setup and they're all working fine.
Running a netstat doesn't show 8009 listening which tells me qbittorrent is not taking the config. I checked the logs and I see the error "Unabled to bind to <IP>,<port>. Reason: the address is protected"
Has anyone encountered this before and is there a way to resolve it?
