Trying to set up a private tracker...

...using the qBittorrent built in tracker. And while I can create a torrent, no one can download from me. They just get the 'stalled' message.
So looking at the tracker info the status is 'not working' and the message is 'no connection could be made because the target machine actively refused it'.
I followed the guide to the letter and forwarded the port in my router. I even pinged the port externally and it shows as 'open'. So I am not sure what is refusing the connection.
I'm at a loss as to how to make this work.
