That depends on your system and the type of jobs you run.
However a starting point for you to experiment with is:
Max download ~ 60% - 75% of your connection rate ( actual not ISP suggested)
Max upload ~ 80% - 90% of your connection rate ( as above)
Connection limits depend on how you intend to, or do currently use your client
"half-open' connections: 20 - 50 Unless you are running an OS or a router that limits half-open connections. (unpatched Windows XP or earlier)
