I'm using qBittorent v3.1.9.2 on a Windows 7 64 bit platform, and none of those options are available to me. Any advice will be appreciated.

Update to the current version (3.1.12)  or 3.2.0, it is stable despite being labelled an "alpha" release.

Im using the alpha on a different machine since it got released and its very stable indeed . Perfectly stable just like v3.1.12.
