With qbittorrent, ALL labels are 'persistent', as in they are not removed when the last task in that label is removed.

Well I was think for persistent label even if last assigned torrent is removed.

Assuming you are referring to uTorrent/BitTorrent, which, as far as I am aware are the only clients to have the concept of ephemeral and persistent labels, what would be the point of calling them 'persistent' if they behaved in exactly the same as labels that were not called persistent?Well I was think for persistent label even if last assigned torrent is removed.

I think more Azureus which had this (it's been more than 5 years from the last time I use it so I don't know if still exist this feature) Well maybe the a name "categories" will be better. Together with the ability to append the label to the path makes the folder management better.

Labels, Categories, Groups (KTorrent), Collections, Genre, Sets even 'Tags'. They are just names for the same concept, which is a method of bringing related items together.
Using the name of 'Labels' in qbittorrent does make sense in English grammar, as generally an item can only be 'owned' by a single 'label', any of others could be appropriate when an item can be in many groups or sets.

As stated in the first reply, It already does.
ALL 'labels' once added will remain and be available, albeit with (0) tasks. Call it anything you like, persistent, permanent, constant , whatever. They will exist until YOU explicitly remove them.
And you can add them using the WEB UI, or you can edit qbittorrent.conf and in the [TransferListFilters] add or remove them by editing the "customLabels" string.

well, I don't think that labels are stay there when there is no torrent inside...
