Pre-allocating files before download starts
It would make more sense to pre-allocate files when the torrent is added (before the download starts), if I add many torrents at a time, the queued ones wont pre-allocate their files making it difficult to manage the remaining disk space. In my case I prefer to download to internal disks and then move data to an external disk if I need to free space for a new download.

I agree it should, a problem with this is until you actually download the metadata, which a torrent that gets added in the queued state wont do, the client doesn't actually know how big the torrent is.
This is only true however if you're using magnet links instead of .torrent files which the majority of people do nowadays.
