If I'm not mistaken you promised (@mkdib) to uploade your Inno Setup Script.
By the way 'winconf-msvc.pri' and 'winconf.pri' need a little update. If I remember correctly in libtorrent 0.16 boost-filesystem and boost-thread were drop (only boost-system required).
'LIBTORRENT DEFINES' section also requires some work (ASIO).

Well you should send the script to the developer to commit if he can't / doesn't want to you commit rights. Is there any reason for keeping the old libraries and not updating them?
