I've limited upload slots and set global upload limits. I've tried on 8 different version of QB. I can't any of the limits of slot limits to work. Any suggestions?

1. Is this qBitTorrent v4.1.5 32bit or 64bit version?
2. Is uTP peers+seeds unlimited separately from TCP peers+seeds? (Found under Options, Speed, Apply rate limit to uTP protocol)
3. Are the global and per torrent upload slot limits set such that each upload slot can upload at the effective minimum they need to function properly? (Each one needs roughly 1 full packet of about 1000-1400 bytes typically per second, so call that 1 KiB/sec per upload slot as an absolute minimum.)
4. Are the torrents running in automatic mode (found under Options, Downloads, Default Torrent Management Mode)
