QBittorrent does not work with Windows 10 build 1709

I had to downgrade all the way down to qBittorrent 4.0.0 to get it to run on this build.  I do not have this problem at all with uTorrent it will run with the latest just fine.

Any newer version will not..

1. Open torrent file even when double clicked on even though windows reports file is associated with qBittorrent
2. Magnet links will not open or start even if I manually past the link into qBittorrent

Version 4.0.0 is working perfectly fine and all versions of uTorrent I have tried works perfectly fine just not any version of qBittorrent after 4.0.0.
