My drive is dying and a have about 35 shares happening how do i reinstall and get back my files back to sharing shared files are on separate drive

If your data drive dies (ie.: your downloads are on a separate HDD/SSD, on D: let's say.):

0) Close qBittorrent
1) Back up %APPDATA%\qBittorrent and %LOCALAPPDATA%\qBittorrent folders.
2) IF the drive letter does not change, copy the data files to new drive and start qBittorrent again.

If your drive has a new letter, it's a new drive...

0) Close qBittorrent
1) Copy out the .torrent files from %LOCALAPPDATA%\qBittorrent\BT_backup
2) Copy the downloaded data to new drive
3) Open qBittorrent, it will complain about the files not existing; that's fine. Remove all affected torrents from the list.
4) Go to settings, change default download folder to the place where your downloads now are (on new drive)
5) Simply add all the .torrent files back to qBittorrent and let it re-check the files
