When I download thousands of new torrents...
I make them 75 each time, and then wait 1-2 minutes for ones that are stuck on "Downloading metadata" and "Stalled" without downloading, and then make them in a tag called: "NoDownload" and pause them so new torrents can start downloading, and keep doing this over and over till all not seeded torrents be in NoDownload tag, how can I make this process automatic or should qBittorrent add such a feature?

Well, just add all the thousands at once?
- You can disable the queue so it all starts at once.
- You can set it so slow downloads are not counted.
It's hard to automate such a thing because what if you are on a niche, small user site? What if you are looking for some super rare content that only one person has on the planet who only seeds one hour a week BUT YOU REALLY WANT IT? It's hard to determine what you may want.
But if you just let them all run, you can even see elapsed time. If enough time passed and they didn't make enough progress, just bulk remove them,
easy-peasy.
