Only 1 upload working

Hi! i searched the forum for quite a bit and didn't find anyone with such problem.
For over 2 year i have never seen more than 1 file upload at a time.. Please, can someone guide me on how to "unlock" this problem.

Make sure your port is open correctly and that you are reachable just in case.

also can someone look into possible tracker blacklisting and ask around about this "stalling" problem and all trackers N/A issue?
