Uninstalling first, check the available boxes when a screen pops up. This should remove all the necessary files and folders. To be sure you can look up these folders (hidden, enable to see hidden folders) to see if they are deleted also:
C:\Users\[User]\AppData\Local\qBittorrent
C:\Users\[User]\AppData\Roaming\qBittorrent
If not delete them. After that you can install qBittorrent.
You can install the new version directly over the old release and this should work too (no reason why it shouldn't), especially if you have alot of torrents active. However I prefer always to have a 100% clean installation with new configuration files and settings from the new release instead the old ones being used again.

I've done some more testing with qBittorrent 3.1.3 and I notice quite a slow down and lag in web browsing whilst qBittorrent is running, even if very little torrent traffic is reported to being uploaded/downloaded. However, if I use Tixati 1.96 on the same computer and Internet connection, I don't have this problem. I just wonder if there might be a bug in qBittorrent that is causing this?

I don't think that its caused by qBittorrent. If that was the case there would be more reports from other people (thousands who have downloaded) having that issue. Im only having a little lag while browsing when im maxing my download or upload speeds which is normal otherwise never had it with any client.
Are you using XP? Perhaps the half connections needs to be patched if its not done yet.

How long has qBittorrent been running for? I found that it makes connections exceptionally fast, faster than other clients, and it makes more of them too. I've not seen a option in the settings to adjust the amount of connections.
Tixati in it's normal configuration only makes 50 or so connections for a torrent, which I find fairly low.
Overall, maybe your router can't handle a lot of connections or you have bad settings in your system... optimize your system for your bandwidth. Maybe use fasterfox too, find it improves browsing speed as well.

Its true that qBittorrent makes connections pretty fast compared to other clients. Its like scanning all the trackers at rocket speed and grabbing every available peers in short amount of time.

The options for peer connections are 45-55-60 if im right which is indeed low. 100 should be the minimum and default number to start with. But seeing your internet connection maxing at around +-350KB/s you don't need any high number connections in order to get to 300KB/s+. Even 1-2 peers can max your speed instead 250 connections and still not maxing, only causing overhead, slow downloads and router problems.

If I put your uploadspeed there (0.60 Mbps, 600 kiloBit/second = 75 kiloByte/second) I get 130 connections per torrent and 217 globally, so I would try lets say 125 per torrent and 300 globally. That site is old but will still get you the numbers to play with, you can go higher or lower (not too low or too high) to get the best settings that fits you.

It really doesn't matter that much to be honest, after a certain point. Most swarms aren't really that big to max out your connection limit anyhow. On the other hand, having too many connections is bad, since windows can only handle a certain amount and your router might crash too, at least mine did occasionally.
Of course, more connections could mean more potential speed, but then you need more upload slots as well.
I don't use that calculator though, it seems a bit outdated and not really useful, but it's ok to give you a rough estimate.
Wait, where do you live to have 300kB/s max download speed?! or only 75kB/s upload? I wouldn't even bother downloading stuff with that connection :p

I haven't used it but judging from the screenshots if has a lot of bells and whistles all over the place(ie bloat) and I know there are a lot of people who like that kind of things.

Yes, I think the problem is being caused by too many connections. I changed "Maximum number of connections per torrent" in qBittorrent from 100 to 2. This stopped the slow down when web browsing, and also seems to have retained fast download speeds (for my connection). :-) I'm from England by the way.
I noticed that sometimes there are more connections listed per torrent than the max I set. For example, sometimes there were 3 connections listed (2 seeds and 1 peer connection) when the max is set at 2. Any reason why this may be?

The extra ones are just for trying to find better peers than the ones you currently have. If it finds something better it will drop one of the previous connections. This kind of connections should be really small ~2-3
