release after qbit 3.1.3 with new libt 0.16.13 ? cause 2 main bugs of 13 are fix

* fix deadlock caused by some UDP tracker failures
* fix issue when loading certain malformed .torrent files

I think there will, it depends what sledge thinks and if its worth it to release a new version.

Kinda sad Windows is not free like Linux. We could just have a public archive with everythinh set-up, and everyone could just compile like a madman.
