Incomplete downloads aren't loaded on check or force recheck.

Just to be sure let's standardize to a single version. I want to try only with the official v3.1.9 version.
Launch it. make your changes and then exit.
Be sure that from the task manager there isn't a process named 'qbittorrent.exe' still running. If it is wait for it to exit.
Then go to "C:\Documents and Settings\<username>\Application Data\qBittorrent" (on Windows XP) and copy your qbittorrent.ini somewhere safe.
Then launch qbt and confirm that your settings are gone. Close again qbt and copy the new qbittorrent.ini too.
Post the 2 files here(or pastebin). Be sure to remove any sensitive data (eg proxy settings)

I re-read your posts, and I am confused a bit. What is your current situation/problem? If the settings are still lost go ahead and try my previous suggestion. If you are only getting crashes, inform me so I can guide you further.

No crashes. Those stopped after I updated and only happened once after for I'm not sure what reason.
The settings are there, but the torrents won't load their incomplete torrent data. I have a file sitting here with a few GB data, but when I start the torrent it starts at 0.0% (or 0.1% before I freshly installed qB). They are pointed to the right folder, so I don't know why they won't load.
As well, when it was at 0.1%, the file was still at a few GB, it didn't start fresh, so they are either being saved somewhere else or...well I'm not sure or.

What do you mean? Is the settings problem solved and the only problem is the torrents aren't reloaded properly?

Yes. It is solved and the only problem left is that torrents won't load correctly.

3. Go to the bt_backup folder(after you closed qbt) and copy the .torrent and .fastresume file of the problematic torrent. (the name matches its infohash). Then zip them up and pm them to me.

If I understood you corrently, you already have the torrent data on disk. My question is: Have you moved the data in "H:\Temp" ?
If not try moving them there. Do it with qbt closed.

Well, no I have not moved the data in there right now. Various files have been copied to the desktop but nothing with regard to the files saved in H:/Temp right now. But perhaps I am understanding you wrong.
So I set the saved path to H:/Temp just to be sure, but AFAIK save path is where it's saved when finished, which would be G:/Moved User Files.
I checked, and still nothing.

Let's try to clarify some things?
Are you trying to download a new torrent and it fails or are you trying to add an already downloaded torrent and make qbt recognise it as 100% done?

I am attempting to load in a partially completed torrent which has <80% of it's data downloaded to disk, and to make qBt recognize that as such so I don't have to start from scratch.
Let's try to clarify some things?
Are you trying to download a new torrent and it fails or are you trying to add an already downloaded torrent and make qbt recognise it as 100% done?

Since you have enabled the "temp folder" thing. I suggest you do this:
1. Remove the torrent from the transfer list without removing the data on disk
2. Close qbt
3. Copy your 80% file to "H:\Temp" (your temp folder)
4. Open qbt and readd your torrent. Point it to the final destination.
At 4 qbt should start checking the files in "H:\Temp".
If it fails, do a hash recheck with another bt client on your data and be sure that they are 80%. qbt might have overwritten them in the process.

How did you come to that conclusion? Did you hash recheck with another client and showed different progress?I don't think it was overwritten (as I kept the original since this started), but there was definitely something wrong with it. It is possible that qbt has a bug.
