Port forwarding questions

Further to a protracted post I submitted during the Christmas period (which you can read here viewtopic.php?t=11972), the tl;dr version is my inability to be connectable to trackers via qBittorent for seeding ever since I bought a new PC with Windows 11. Having tried literally everything to find a fix for the past month, wasting more man hours on this than necessary, I have to wonder if the answer rests with port forwarding - which I somehow managed to fluke into it on my old PC/set-up.

I believed I had port forward properly as uTorrent said I had in its port test panel and via the green connection symbol; it's the same when I switched to qBittorent, (see image below taken this morning). Although I can seed, trackers show I am not connectable (see second image - MIB is me) therefore it is not for any longevity or at the top speeds I am capable of. Website checkers also say the port is not open (they show a public IP address which keeps changing; this confuses me as I have set my PC and router up to run on a static IP address).

My question is who do I believe regarding my port forwarding status - qBittorent or port checker websites and trackers? And how do I fix this? I know there is a proliferation of guides on how to port forward (it is dead simple on my Linksys router) but never any on what to do if it doesn't work. Is it as a simple as finding the right port number or is there a specific setting either in qBittorent, Windows, or my router that needs changing?

I'm not a techy person so solutions in lay terms would be appreciated. Thanks in advance.
