i have installed 3.1.9 version on ubuntu server.

When i set global rate limits, it doesn't work.

Th upload speed limit is set to 20, but it upload at 115

Can you try setting the limits via the GUI and not WebUI?

Otherwise set them by editing qbittorrent.conf under [Preferences] If any of these solve the problem then that means there is a bug in the WebUI.

Same problem here, speeds limit in Qbittorrent (3.1.5 on LinuxMint 15 Mate) are totally ignored. (Using the GUI)
I have even a problem with the web remote interface that doesn't show the list of file that are downloading 

I edited the qbittorrent.conf setting Connection\GlobalUPLimit=10 but nothing happened, Qbittorrent i still downloading to the max speed

Before that I did an upgrade from Qbittorrrent 3.0.9 to 3.1.5 thinking to fix that but same issues  ( I added the official PPA to install it )

You should also rate limit utp connections (tick the relevant box on the same page)

I mark everything in the speed limit option but everything is ignored
I used to use Qbittorrent in the past and I always used speed limits to manage my connections and it always worked

@james3 what version of libtorrent are you using?

I don't know how to che libtorrent version  (running Linux Mint 15 mate  )
