Lost Upload and Download capabilities with new version.

I updated to 3.1.9.2 on my Windows 7 computer behind a VPN.  Now nothing is happening - no DHT nodes, nothing.  Any suggestions?

Try removing the firewall rule in the windows firewall (or whatever firewall you might use) and recreating.  Sometimes updates are not recognized by Microsloth and your traffic gets blocked.

I have an ESET firewall, and I don't know what to do.  I'm reading about firewall rules - and it's like reading a foreign language (sorry, I'm somewhat monolinguistic).

Turn the firewall off, software firewalls are pointless if you are behind a NAT router and/or a VPN.

Did you restart qBT after dropping it?

Yes.  qBittorrent off, firewall off, pause for ESET to show firewall is down, restart qBittorent, pause, no DHT nodes.

Since you're connecting through a VPN, we must eliminate the prospect that it is a VPN issue. So please download the 3.1.9 again and do a test run. If it works we'll to look furhter into 3.1.9.2.
