There's a limited one in qBT under Options, Speed, Alternate Rate Limits, Schedule the use of alternate rate limits.
You can't tell qBT to turn off for hour/s, but you can tell it to use the (presumably slower) Alternative Rate Limit from X to Y times either for a specific day, every day, weekends, or weekdays.
