What is the definition of a "slow torrent" in "Do not count slow torrents in these limits"?

I think "slow torrents" is hard-coded in qBitTorrent to mean less than 1 KILOBYTES/second download OR upload speed.
Even if both DL and UL were 0.9 KB/sec, it still counts as slow.
