Torrent downloads restored on QB startup

[newb] My execution log shows all my downloaded files are being "restored" each time QB is started. Is this normal? I don't know if it's related or not but last time I had to force announcement to all the trackers to kick-start them into working though about 20 or so still pop up under "error". Everything's been down about 3 weeks during Camp Fire evac in N. Cali and may be just a recovery mix-up from that but not sure. Thx man ~ really appreciate it
