I think you don't understand how pause function works on utorrent. This function don't keep announce for others peers. Just keep on "cache" peers of torrents. So when you resume you can quickly reconnect to the peers.

"Announces" are sent to trackers not peers, but to keep peer connections 'active' the client has to send "keep-alive" communications to the connected peers, otherwise the remote end will drop the connections for inactivity.

Yes I know that "announces" are on tracker. I don't express me well.
I don't analyze behavior of utorrent, but I believe that he don't keep send "keep-alives" for others peers. This don't make sense. He just need save peerlist on cache. Don't need keep connections actives.
I believe the difference for the pause of libtorrent is that libtorrent close connections and remove/clean peerlist (equivalent to the stop in utorrent). Pause on utorrent just close the connections, but peerlist still on cache. So when he resume he don't need "search for peers" or wait response of tracker he have peerlist on cache and can reconnect quickly.

This is what our pause does too AFAIK.He just need save peerlist on cache. Don't need keep connections actives.
utorrent's pause has been documented to also keep connections active with minimal transfer.
