First I would like to say I have been very happy with qBittorrent, I recently switched from uTorrent and I'm glad I did. I hope it doesn't go the same way uTorrent did

I was trying to download Ubuntu today and noticed the speed was very slow, it started dropping to under 100b/s not kb/s

I looked at my Windows firewall settings and ensured everything was allowed and forwarded properly. I checked the network settings in qBittorrent and made sure that those were set right, UPnP enabled, port number 54984, and then checked my router settings that UPnP is enabled as well as forwarding the port properly.. Or so I thought. I have the router (Linksys EA2700) setup to forward the ports correctly. I know this for sure. After checking on two different port forwarding websites, restarting my router and modem various times, trying DMZ and disabling the firewall, I still cannot get any of the results that I want. I am beginning to think perhaps this is an issue with my ISP? I have tried only a few different port ranges, mostly in the higher numbers, but I did try the PSN ports as well since I had those forwarded anyway. All of them are displaying that it cannot connect.
I hope somebody has some ideas for me, I've exhausted all of mine

-edit-
I forgot to mention that I am using static IPs for the PC I am trying to forward the ports to. I have tried single port forwarding to a specific MAC as well as using a "triggered range" forwarding option that my router has.
-edit2-
I believe the problem is with my ISP.. I seem to be behind another router. My current IPv4 address is 10.x.x.x so I am going to have to have a discussion with them tomorrow.
